Salt Typhoon: alleged PRC targeting of telecommunications networks
Alleged: Reported or claimed; not established in the public record.
A joint advisory by the NSA, CISA, the FBI and partners including Australia’s cyber agency describes Chinese state-sponsored activity against telecommunications, government, transportation, lodging and military networks. The advisory says this activity “partially overlaps” with industry reporting commonly called Salt Typhoon. It says the companies involved provide services to China’s intelligence services, including multiple units in the PLA and MSS.
Documented
The advisory (AA25-239A) is public and says the agencies do not adopt any commercial naming convention.
Claimed, disputed or not established
The linkage of named companies to PLA and MSS units is the authoring governments’ assessment. It has not been tested in court, and no Chinese response is in the source opened.
