NotPetya: government attribution to the Russian military
Alleged: Reported or claimed; not established in the public record.
The NotPetya cyberattack of June 2017 spread worldwide, with Ukraine among the primary targets. On 15 February 2018 the UK government judged that the Russian Government, specifically the Russian military, was responsible. The White House issued a statement the same day saying the Russian military launched the attack.
Documented
The UK and US attributions are public statements. The UK said the attack masqueraded as a criminal enterprise and that its purpose was principally to disrupt.
Claimed, disputed or not established
The attribution is a government judgment; the evidence behind it was not published in the statements opened. No Russian denial was among the sources opened, so none is quoted here.
