Operation Kenova: the “Stakeknife” interim report

Operation Kenova, led by Jon Boutcher, investigated murders and other offences linked to an alleged agent code-named Stakeknife in Northern Ireland. Its 2024 interim report describes a “maverick culture where agent handling was sometimes seen as a high-stakes ‘dark art’ practised ‘off the books’”. Boutcher writes that he thinks it “probable” that continuing the agent’s operation lost more lives than it saved.

The 208-page interim report is public on the PSNI site. It refers to the “alleged agent”; the identity is not officially confirmed. It says lives saved are between high single figures and low double figures, “nowhere near hundreds”.
