ALLEGED 24 May 2011 · Case No. 049

David Headley’s testimony about an ISI officer, “Major Iqbal”

Alleged: Reported or claimed; not established in the public record.

At a Chicago federal trial in May 2011, confessed Mumbai-attack scout David Coleman Headley testified that he had met an officer of Pakistan’s ISI whom he called “Major Iqbal” to review the targets and plans. He said Iqbal told him in June 2008 to add the Chabad House to the list because it was “used as a front for the Mossad”.

Documented

The testimony was given in a US federal court and reported by NBC and ProPublica on 24 May 2011.

Claimed, disputed or not established

The ISI link rests on Headley’s own testimony as a cooperating witness. ProPublica noted nothing suggests the Mossad claim was true. Pakistan’s response is not in the sources opened.
