In 1990 the European Parliament adopted a resolution on a clandestine parallel intelligence and armed-operations organisation revealed in several member states, which it said was run by state secret services in collaboration with NATO. It condemned the networks and called for a full investigation.

The resolution text says military secret services were involved “in serious cases of terrorism and crime as evidenced by… judicial inquiries” in certain Member States.
